Some refactoring, restore the mouse input smoothing back to a very close approximation of what was there before #18500.
Doesn't mean I think it's the best possible smoothing - but a new algorithm might need an option, we shouldn't drastically change how parameters work if we can avoid it.
Also adds a tiny deadzone.
