How can I make vicinae visible on top of fullscreen? I am using niri

I tried to window bind it but it seems that vicinae is not a window but a layer for some reason??

Yes, on Wayland with layer-shell enabled it is a layer surface. The setting you want is in Vicinae, rather than an ordinary niri window rule: change its layer from top to overlay.

Merge this into your Vicinae settings.json (normally ~/.config/vicinae/settings.json), preserving your other settings:

Restart Vicinae after changing it. The current configuration definition defaults to top, and the launcher implementation explicitly maps overlay to the Wayland overlay layer. That is the layer intended to appear above fullscreen surfaces.

If it still appears underneath, include your Vicinae/niri versions and whether your config is generated by Home Manager; a generated config needs the equivalent change in its source. Also check that layer-shell hasn't been disabled, since this option only applies while that path is active.
