Summary

Add assetlinks.json for Android App Links verification across all API domains.

What This Does

Enables Android App Links for the philly-311 mobile app. When users share request links from the app
the app will open directly without showing a chooser dialog.

Why This Matters

Better UX: Users can share requests seamlessly
Deep Linking: Links open in the app automatically if installed
Security: Android verifies app ownership of the domain
Environments

This file works for all three API domains:

api-dev.311.phila.gov
api-test.311.phila.gov
api.311.phila.gov

In the description you mentioned the following domains:

api-dev.311.phila.gov
api-test.311.phila.gov
api.311.phila.gov

these are for the API. The domains this will work with are the following:

dev-311.phila.gov
test-311.phila.gov
311.phila.gov

],
"target": {
"namespace": "android_app",
"package_name": "gov.phila.philly311",

There also needs to be an entry for com.publicstuff.philadelphia so we can support this internal package name as well as the current one.
