fix(fetch): accept a trusted self-signed CA certificate used as the server certificate - #13600
fetch (and the other turnloop TLS clients) rejected a server whose certificate is a self-signed certificate with CA:TRUE, even when that exact certificate was passed as a trusted CA (for example through an undici Agent's connect.ca). webpki refuses a CA certificate as an end entity (CaUsedAsEndEntity); Node accepts it when the certificate itself is trusted. The turnloop client now accepts that case, matching what node:https and node:tls already do.
Changes
crates/perry-stdlib/src/turnloop_tls_client/ca_leaf.rs: a verifier that wraps the webpki server verifier. It recovers only from CaUsedAsEndEntity, only when the presented certificate is byte-identical to a configured extra CA, and still checks the server name. Signature checks go to the inner verifier.
crates/perry-stdlib/src/turnloop_tls_client.rs: builds the client config through that verifier when extra CAs are configured; other configurations are unchanged.
crates/perry-stdlib/Cargo.toml: optional webpki-roots dependency for the turnloop client features.
Regression test: test-files/test_gap_tls_self_signed_ca_leaf.ts. It covers a trusted self-signed CA leaf over IP SAN, default trust still rejecting it, a wrong server name, and a wrong CA.
Changelog fragment changelog.d/13600-tls-self-signed-ca-leaf.md.

Test plan
Builds on #13597; the first commit is that PR's and drops out once it merges.
The new test-files/ test runs in the gap suite, which compares its output against Node; it passes on my fork (run).
The full cargo build --release and cargo test --workspace runs are left to this PR's CI, so those two boxes are not ticked. cargo fmt on the touched Rust files is clean.
HTTPS fetch requests can use an Agent configured with custom CA certificates, alongside the default trusted roots.
rejectUnauthorized: false can disable certificate verification for requests using that agent.
A self-signed server certificate can be accepted when explicitly trusted as a CA, provided it matches the requested hostname and is within its validity period.

Walkthrough
The change adds per-dispatcher TLS settings to fetch requests. It combines configured CA certificates with default roots, supports a certificate-verification override, and adds handling for an exactly trusted self-signed CA leaf certificate.

Summary
Build TLS profiles and verify CA leaf certificates crates/perry-stdlib/Cargo.toml, crates/perry-stdlib/src/turnloop_tls_client*, crates/perry-stdlib/src/turnloop_tls_client/ca_leaf.rs, changelog.d/13600-tls-self-signed-ca-leaf.md, test-files/test_gap_tls_self_signed_ca_leaf.ts
TLS profiles combine default roots with per-request CA certificates and verification settings. A verifier accepts an exact configured CA leaf after a CaUsedAsEndEntity error if its server name verifies. The changelog documents the host and validity conditions, and the test exercises trust, hostname mismatch, and certificate mismatch cases.
Parse and register Agent TLS options crates/perry-ext-undici/src/lib.rs, crates/perry-stdlib/src/fetch/dispatcher_tls.rs, changelog.d/13597-fetch-dispatcher-ca.md
Agent parses CA and rejectUnauthorized settings and publishes them for its dispatcher. The native registry stores non-default overrides and resolves them to TLS profiles.
Carry dispatcher TLS through fetch requests crates/perry-stdlib/src/fetch/*
Request records and fetch inputs carry an optional TLS profile. RequestInit resolves a profile from its dispatcher, and ordinary fetch dispatch passes it to RequestSpec. Other request paths initialize the field to None.
Apply TLS profiles to HTTPS connections crates/perry-stdlib/src/turnloop_client/*, test-files/test_gap_fetch_dispatcher_ca.ts
RequestSpec passes the profile to TLS configuration. The exchange path includes its ID in the pool key. Tests cover requests without a profile, dispatcher CA settings, and self-signed CA leaf certificates.

Fail closed when an Agent TLS profile cannot be built.
new Agent({ connect: { ca: invalidPem, rejectUnauthorized: true } }) stores the invalid PEM without rejecting it. tls_for_dispatcher then returns None when profile construction fails. The fetch path treats None as “use the shared profile.” With NODE_TLS_REJECT_UNAUTHORIZED=0, that shared profile disables verification, so the explicit Agent setting is silently lost. Propagate the invalid profile as a fetch error, or use a fail-closed TLS configuration. Do not use None for both “no override” and “invalid override.”

rejectUnauthorized: false is ignored when extra CAs are present.
client_config falls back to ClientConfig::new only when anchors is empty or options.ca is set. It does not check options.reject_unauthorized. The doc comment says this path is for "a verifying configuration".
build_config passes reject_unauthorized: false in two cases:
new Agent({ connect: { ca, rejectUnauthorized: false } }).
NODE_TLS_REJECT_UNAUTHORIZED=0 together with NODE_EXTRA_CA_CERTS.
In both cases anchors is non-empty, so the code builds the CaLeafVerifier config. That config always verifies. Node skips verification in these cases, so requests to hosts with untrusted certificates now fail.
Delegate to ClientConfig::new when verification is disabled.
