The operator decided neither #115 nor the Tier 4 dead-code sweep blocks the release. #213 keeps only the honest checkhealth and the copilot removal, and the rest of Tier 4 moved to #236. Listing both under explicitly_out keeps the breakdown honest about what v1 deliberately leaves out.
