A few updates to support distributed fields:

• Return owned data for distributed fields.
• Send and receive owned data during communication.
• Synchronize the backend when needed.
• Implement distributed evaluation

Can we split this into a couple smaller PRs? Something like:

1. update/rename layout APIs
2. add API for field sync
3. generalize localization

One immediate comment on the API that we should discuss is if we want/need to have the distinction between global and local DOFs in the layout. It might simplify things if we only ever expose local DOFs (and a sync function) through the PCMS APIs.
