Closes #684 and #658; does the French half of #804, whose Spanish half is the companion PR.

What changes

  • père is read by default, gated by its family reading as fils is (rules/S11, the suffix word that is also a name). Alexandre Dumas père gives family Dumas, suffix père (1.4.0 through 2.8.1 gave family père). Olivier Père, a French surname, keeps family Père. Both report suffix-or-name. The accent is not folded, so the Catalan Pere is untouched.
  • No French pack. A locales.FR pack turning on père was built first. Review found that père is a French surname, so the collision is inside French, which is Phase 2: derive ambiguity from clashing readings and extend the gate to every reading kind #752's case for fils. No collision outside French was found. Turned on by default, père moves 4 names across every corpus: 2 to the generation, 2 that only gain the report, none lost. This was decided in chat, and a choice of fr would then change no word, so the pack was dropped.
  • pr, professeur, professeure are default academic titles (fr.toml). Jean Dupont, Pr gives title Pr, given Jean, family Dupont, where 1.4.0 through 2.8.1 gave given Pr, family Jean Dupont.
  • Breton ar is a new br.toml reading written default = false. It is read by a br choice (Katell ar Gall → family ar Gall), and no pack makes that choice. Read by default, it moved 84 of the 202 names holding it, none Breton (initials and the Arabic article).
  • M. (Monsieur) is excluded. 782 ORCID records and 168 PatentsView inventors open with M. before a name, every one an initial.

Measured (tools/differential/measure.py --base on master 39839b9, 2026-11-03)

  • The committed snapshot and the CLDR/GND records do not move.
  • The local corpora move 1,251 names: ctgov-officials 1,210, orcid-researchers 34, jrc-names 3, fec-individuals 2, psc-individuals 2.
  • Accepted costs (decisions/salutation-titles' and decisions/generational-words' 2026-11-03 entries):
    • 9 paired initials PR read as the title (Hills, PR, as Hills, DR already reads).
    • 4 glued Pr.Brahim, as Dr.Brahim already reads.
    • jrc-names' Alexandre Dumas pere/père person now reads apart.
  • The ORCID agreement's 13 "regressions" are given boxes holding the title as typed (Pr Roger).

Docs

  • Release-log bullets.
  • docs/locales.rst: the Breton choice, and the fr choice described as changing no word.
  • Decisions entries in vocabulary-model, salutation-titles and generational-words. The superseded phase 3c heads are marked.
  • tools/es_given_names.py keeps the Catalan Pere in the Spanish list (FOLD_KEPT), since the list's accent fold meets père.

Reviewed by three independent subagent passes, the fix commits included. Each round's findings are applied.

… for ar; M. stays an initial (#684, #658, #804)

- père (the Elder) is a generation read by default, gated by its family
reading as fils is (rules/S11): Alexandre Dumas père reads suffix
'père', Olivier Père keeps family 'Père'. A French pack was built and
dropped: a choice of fr would change no word.
- pr, professeur and professeure are default academic titles: 1,247
local corpus names move, the cost 13 (paired initials PR, as DR; a
  glued Pr.Brahim, as Dr.Brahim).
- br.toml holds the Breton article ar, off by default and read by a
choice of br no pack makes; fr.toml's m (Monsieur) is excluded, an
initial in every name source measured.
