Depends on the unified_analytics release containing dart-lang/tools#2702.

Replace the hand-written DASH__TOOL mapping in deeplink_manager.dart, which is used when DevTools starts flutter, with unified_analytics' getEnvironment(). This resolves the TODO for #9702.
