I think this is a great feature. Currently, we have problems with the ARC & scaleset model because there is no runnergroup scope on the GitHub App credentials. We need to delegate to each project the deployment of the runners for their own runnergroup. We have reasons to keep sharing the same organization between projects. Perhaps this is a way to implement our own alternative to scalesets, or at least to audit if a compromised project creates runners in the runner group of another project.
