Prepares @claude-flow/swarm@3.0.0-alpha.9, which ships the swarm fixes merged since alpha.8: #3357 (hierarchical/centralized/hybrid leader edges), #3378 (event-driven UnifiedSwarmCoordinator wait, landed via #3443), #3123, #3086, #3243 and #3062. @claude-flow/cli does not depend on @claude-flow/swarm, so these fixes reach users only through a standalone publish. No CLI re-release is needed. 3.46.0 is already live.

Problems found while preparing the tarball

1. main's swarm build was not ESM-importable. coordination/{agent-registry,task-orchestrator,swarm-hub}.ts used extensionless relative imports. A plain tsc build of main throws ERR_MODULE_NOT_FOUND on import('@claude-flow/swarm'). This PR adds the .js suffixes.
2. Export parity with alpha.8. alpha.8 (published 2026-05-17) has gitHead main@f8ab5a325, but its tarball contains uncommitted work that was later committed as dacbe0e on feat/hive-mind-federation-transport and never merged. That work re-exported the ADR-095 G2.2 transport API from the root entry (LocalTransport, LocalTransportRegistry, defaultLocalRegistry, FederationTransport, generateNodeKeyPair, signMessage, verifyMessage, canonicalizeForSigning, messageDigest, plus types). All of these already exist in main's consensus/index.ts. This PR restores the root re-export, so alpha.9's runtime export set is identical to alpha.8's.
3. Tarball hygiene. alpha.8 shipped src/, __tests__/, tmp.json, tsconfig.tsbuildinfo, a 1.5 MB ruvector.db, and .claude-flow/ runtime state (smoke-test hive state, plus edit logs containing a contributor's local paths). None of it contained credentials. This PR adds files: [dist, README.md, MIGRATION.md], which takes the tarball from 209 files / 3.4 MB to 135 files / 1.1 MB.
4. The repo version was stuck at alpha.7 while npm had alpha.8. It is now alpha.9, and the v3 lockfile workspace entry is updated to match.

Verification (local)

• Clean build (rm -rf dist *.tsbuildinfo && tsc; note that incremental + composite in the base config means a stale tsbuildinfo emits a partial dist).
• vitest run: 13 files, 237 tests pass.
• node plugins/ruflo-core/scripts/test-consensus-transport.mjs: all ADR-095 G2 checks pass.
• Installed the packed tarball in an empty ESM project. The root import works, createUnifiedSwarmCoordinator init/shutdown works, generateNodeKeyPair works, subpath imports resolve, and the export names diff against alpha.8 is empty.

Publish plan: after merge, publish from the merge commit with dist-tags latest/alpha/v3alpha, matching alpha.8.
