Consistent headers #1

Hello,

Sorry this is probably not the right place, but I cannot find an issue board relating to all the suite together.

I’m discovering la suite numérique (great project!) and I think that something that would make it genuinely feels like a suite and not unrelated tools, would be to have the exact same header construction for all the sites. Same logos, same sizing and positioning, same language and log-in widgets, same colours, same navigation, etc.

Currently, it’s a little all over the place, and they don’t feel like one coherent suite:

I can see that there is some partial reuse of components from one to the other and that’s good already, but it’s not full consistent.
