[FEATURE REQUEST] Support User Agent from TDS protocol #1813

User Agent is a new addition in TDS protocol which allows the database driver to send information about itself and its environment which will be available in XEvents in future SQL server versions.

The ask is to follow what .Net JDBC mssq-rs have done to enable User Agent support.

It will be ideal to add support for User Agent V2, which just landed in .Net sqlclient
