Adds estimator snapshots, application pacing gauges, a builder multiplier gauge, and diagnostic logs for learned build, validation, and network costs. Keeps percentile calculations and metric updates outside the transaction loop.
Overall goal
Visibility into learned costs and reservations helps operators understand how proposal budgeting responds to workload and network conditions.
